I fully expected to have to restart Windows but to my surprise Cortana was taking keyboard input, and so did the Edge browser. The rename was then allowed and I could copy the slightly larger InputLocaleManager.DLL into the System32 directory no problem.

Windows 10 wouldn’t directly allow me to rename this file as I wasn’t a “trusted installer” but right clicking on the file name, going into properties, then in the security tab I added my user name on the list and checked all the allow boxes for full control of the file, and hit apply. With everything looking ok but Cortana, Edge browser, or any other Windows input field not working I decided to rename the 135K file InputLocaleManager.DLL to and copy the 136K file of the same name I got off the other Windows 10 to replace it. Now it seems in Windows 10, if we delete this file or prevent it from running in the background, it breaks Windows functionality and Windows stops accepting keyboard input in above mentioned places such as Microsoft Edge, Start Menu, Cortana and Lock Screen. But in previous Windows versions, removing/disabling ctfmon.exe file didn’t cause any side effects, so it was safe to delete this file. We also posted a tutorial to remove this ctfmon.exe process running in background. If you remember, in Windows XP days, we used to disable/remove this ctfmon.exe file as it was always running in the background. This application can be found in C:\Windows\System32 folder. PS: Sometimes if you enabled the language bar in Taskbar, it also disappears. There might be some other places as well like Store apps, etc where the same problem occurs but I found only above mentioned instances of this issue. You need to click using the mouse button and then you become able to login by typing the password on Login Screen. On Lock Screen, you are unable to press any key such as Space bar to remove the Lock Screen.
